Whenever sculptures are installed in the open air - in the public space, not only climatic conditions have to be taken into account - but also the stability of the work itself and the way it is to be constructed on the location needs to be subjected to scrupulous inspection - at first by the people responsible for the exhibition and secondly by the technical department of the department which is resposible for public safety. Without that acceptation a sculpture can not be installed. For instance in the selection of the works the artistic quality is the most important criterion; but even if the quality has passed the criterium of the selection committee - if it is too fragile to withstand the elements, or if the urban wear and tear are expected to be too severe, the work should not be exhibited.
